Democracy demands greater devolution of powers not necessarily from the State Government to the local bodies but from the highest power center to the lowest unit of administration and that is why a new slogan called “Lok Sabha to Grama Sabha” has been coined, whereby power has to be returned from the Central Government to Local Government.
